Distance-based Moran Eigenvector Maps (db-MEM) method (replacing original Principal coordinates of neighbour matrices - PCNM method ) is available within the variation partitioning framework.

The above snapshot shows a specialized page of the Analysis Setup Wizard, where you define the coordinates of your points and choose options for db-MEM / PCNM. The user interface still refers to the older PCNM method, but the implementation matches the db-MEM.
